On May 2017, 5, 4 departm•α‍ents, including the National Develo≤₩pment and Reform Commission and ®φ₽the Ministry of Science and€α∏ Technology, jointly issued the &qu≈€‍ot;Leading Action for ♦★σCircular Development"'α;, which added another p§÷€§owerful engine to the continuouφ↕s promotion of the concept of cir™×cular development in China. We believeπ↕™ that the introduction of str↕₹ong policies is expe♦≤≠cted to promote the rapid gr★<owth of the circular e€ conomy industry, and i∞<÷∏s also expected to break the existin &♣©g bottleneck of the in←♣dustry and achieve the sustainable d"evelopment of the industry.

At present, resources and environ"πment are still the outstandδ<&ing shortcomings of China≤↔α's comprehensive constructi<∏on of a moderately prosperous societyλ↑<±, and problems such as tigβ♠ ht resource constraints, serious envir'÷onmental pollution, unreasonable ₩♣industrial layout, and imperfect×☆ policies and mechanismα≈s still exist, which must be ser★₹←iously studied and solv₹>↕ed. The development o→÷f circular economy is an important starπφ©ting point for achievi"♦₩ng a fundamental transf₹₽ormation of resource utiliza∏↑€☆tion, and it is also an important σ∑way to achieve green transforma↓↕₽♦tion and improve quality ¥•and efficiency.

In the face of the bas★∞♦ic national conditions of large≈ ¥ population, relatively insufficient♠ resources, huge consλαδumption and serious environmental pollu £≠tion, the development of circular ec&§★onomy is regarded as an important way ↑to solve China's resource andβλ environmental constraints, and it is ↓€also the meaning of ecologi☆←cal civilization construction, esp✘φecially to solve the resource₽ ♥ bottleneck faced by China in the pro≥"cess of sustainable dev£¥‍₽elopment.

In 2013, the State Council✔↕♦ issued China's first circular ‌≈φeconomy development ✘'÷plan, the Circular Eco±‍nomy Development Strategy and Short↔λ-term Action Plan. Theγδ 2015 Circular Economy P♥®romotion Plan further clarifies the ε±tasks of building a circular ec§≈onomy system in industry, agriculture☆≠>® and services, and in©≠tegrates circular economΩ§y into the major regional developmen↑λε≈t strategies implemented ₽&by the state.

Then, the Fifth Plenary®↑ Session of the 18th Central Committe¶☆e of the Communist Party of © δ♦China proposed to &quo↓β>t;establish the concept of saving and ↕≠intensive recycling of resources",λ ↓ "establish a green and low-carb★♠‌on circular development industrial sys"÷←™tem", and "implement the ciγΩβ×rcular development l₩α¥↕eading plan", which pointed out th÷≈↔e direction and path fo©✔≤αr the development of circular ×economy during the &q≈ uot;13th Five-Year Pla'¥♠→n" period.

On January 2017, 1, the State Coun ≤≈cil issued the "5th Five-Year£σ±‍ Plan for Energy Conservation and Emi≈ ¥ssion Reduction", w‌≥hich proposed that the oγ utput value of the rene"≤™wable resources recycling indus☆≈try reached 1.5 trillion yu‍•>an, and the output value of the rema✔→nufacturing industry exceeded 10←∑→↔00 billion yuan. The amount of renδ$ewable resources replacing primary§β resources reached 1¥¶3.3 billion tons, and the output valuα✔ ♥e of resource recyclinσ"g industry reached &×lt;> trillion yuan.

On January 2017, 1, th∏∏♠e Ministry of Industry and &πγ Information Technology, theα‍ Ministry of Commerce and the Ministr↕₩>☆y of Science and Technology issued↑×÷ the "Guiding Opinions of the Th©→Ωree Ministries and Commission§←↑γs on Accelerating the Development o≈"f the Renewable Resources Industr≠εy": by 26, the recycling and u®λ•×tilization of renewable resources w‌'₹αill reach 2020 million tons, establish ≠≥relatively complete st ✔δ∏andards and specifica↑™tions, and promote the development of ✘♥ the renewable resources industry Ωαin the direction of agglomerat✔☆¶©ion and specialization.
